The Latin America region is working to leverage its competitive advantages in high-growth areas of global sourcing. With its shared time zones across North, Central, and South America, the Latin countries are well positioned for supporting expanding enterprises and providing real time back office support. Many countries are already benefiting from expansion of nearshoring - the creation of offsite operations that are closer, both culturally and geographically,

Government IT, with an annual spend of $150 billion, is going through a dramatic shift driven by the Obama administration as well as other technological and demographic shifts. In 2008, the Obama campaign rewrote the book on campaigning by innovative use of IT and the Internet. The lessons learned during the campaign are being morphed into the business of governance in some very innovative ways.

This new spirit of openness and focus on IT is also likely to bring changes in the way we use IT in government. First, the rapid growth of mobile appliances and wireless technology will significantly support the agenda of government transparency. Second, the emergence of a culture of sharing and collaboration will further the business case for virtualization, Cloud computing, and Open Source. Finally, green IT as a moral and business imperative will continue to gain momentum. The next few years should provide for considerable innovation in the use of IT in government and hopefully the remaking of the institutions of democracy.
